Kohl's is the brand where people most often mix up two completely different things, so it is worth separating them. A Kohl's gift card is ordinary store credit with no expiry. Kohl's Cash is a promotional coupon earned by spending, and it has a short redemption window and conditions attached. Only the first is sellable, and only the first is what we buy.
Genuine Kohl's gift cards go unspent for the usual department-store reasons — broad range, no specific target, balance too small for the thing you actually want — plus one specific to Kohl's. The chain's pricing is heavily promotion-driven, so regular shoppers are trained to wait for the right combination of sale, coupon and Kohl's Cash. Waiting for the ideal moment is how a gift card balance quietly becomes permanent.
Kohl's cards are also a very common family gift, and a very common rebate. Cards that arrive as a side effect of something else are the ones most likely to sit, because nobody ever had a plan for them.

The reason to sell is usually that you do not shop there and never will. Kohl's cards circulate heavily as rebates and as gifts from an older generation to a younger one, and a large share of holders have no relationship with the chain at all. If that is you, the balance is not going to find a purpose on its own.
The balance page is at kohls.com/giftcard/gift_card_check_balance.jsp — you will need the card number and PIN, and it asks for a captcha, so it has to be done in a browser. Read the figure there rather than trusting the original amount.
After submitting, we verify with Kohl's before paying anything. A lower confirmed balance means a corrected offer at the same rate, shown before money moves. A zero-balance card is rejected, you keep it, and nothing is charged.
